Around 2000 illegal appointments in various Govt deptts unearthed

ITANAGAR, Mar 27: One of the most serious problems ailing the state of Arunachal is illegal appointment in various government departments. Very often children of rich and influential persons get government job by either paying huge amount of bribe or by political recommendations.
In a shocking discovery made through RTI by NGO Save Arunachal Forum it has been found that around 2 thousand people have been illegally appointed in various government departments.
The topmost position of department with highest number of illegally appointed persons is jointly shared by Directorate of Sarva Shiksha Abhiyan (SSA) and National Rural Health Mission(NRHM). In these two departments only more than 1000 people got illegally appointed. The second position in the list goes to social welfare and child development department. 147 people were given illegal appointment and interestingly most were appointed just prior to 2009 assembly election. The most scandalous of all is the illegal appointment done in department of education. 89 people in group C & D category were recruited illegally in education department.
The other departments where people were illegally recruited are -
Majority of these illegal appointments were made following recommendations by the MLAs. In one particular instance, a former Textile and Handicraft minister of Arunachal wrote following sentence while approving illegal appointment application: “After careful consideration of the applications received as well recommendations of the HMLAs, the appointment of following candidates to the post indicated against each is approved.”
Unemployment is the biggest problem troubling poor youths of Arunachal at the moment. If such trend of illegal appointment continues, what will be the future of those students belonging to poor family who do not have political links?
Journalists Assault Case: Any solution?
ITANAGAR, Mar 27: Taking strong exception to lackadaisical attitude of the state government in the journalist assault case , particularly its failure to bring the culprit to book even after lapse of more than 90 days, Arunachal Pradesh Union of Working Journalists (APUWJ) and Arunachal Press Club (APC) in an emergency meeting on Sunday unanimously decided not to attend the press conference called by the chief minister at 8 am on Monday.
Expressing its resentment, members stated that all the time press fraternity has been taken for granted by everyone in the society including the government, which will not be accepted henceforth.
It was further unanimously decided that except for the Governor and the Chief Minister, any press conference by anyone will be held only at Press Club with 24 hour prior notice against a payment of nominal charge.
Moreover, resentment of the publishers was against AICC sending an advertisement regretting the inability of Sonia Gandhi to attend an election rally during the last election for which, despite several reminders, payment is not made as yet.
Further, it was raised in the meeting as to why police official book their colleagues
only under bailable sections despite serious offences-

On the huge outstanding bills of the local news papers, the chief minister made a departure and sanctioned about Rs 79 lakhs to clear all outstanding dues at one go.
Regrettably, despite repeated and constant perusal of the issue with the finance commissioner, finance joint secretary and deputy secretary, IPR secretary, deputy secretary and director, the outstanding dues are being cleared at snail’s pace for reasons best known to those who matter while the publishers put their blood and sweat together to sustain publication.
Most advertisements and their payments come only after repeated perusal and many a times for ‘tips’, sans few offices which send voluntarily even payment.
The implementation of the State Information Publicity Policy is the panacea to all these ills. This is the established policy throughout the country where the directorate of IPR issues all advertisements and makes payment. Why should be Arunachal Pradesh government an exception when a gazette notification has established the policy? Why no step was initiated in this regard even after six months is intriguing when 75% of local news items published by all the newspapers are government news? What more support the government expects from the newspapers?
ITANAGAR, Mar 27: Two leopard cubs of about 15 days old have been rescued from the jungle by Y Taya of Lil village, Sangram circle, Kurung Kume District today. He brought cubs immediately to Itanagar and handed over to the authority of Biological Park. The cubs were either abandoned by mother or the mother died.
It is encouraging to note that people of the state are becoming more conscious about wildlife and its conservation.

PASIGHAT, Mar 27: A Mega Free Cataract Camp was organized by District Blindness Control
Society (DBCS) in collaboration with the JDHS, General Hospital Pasighat from March

The Camp was formally inaugurated by the DC cum Chairman DBCS Onit Panyang on March 10 last. After inauguration the Chairman visited the indoor patients and extended his wishes to the patients for early recovery and the medical fraternities for cent percent success.

SC’s ban order on timber operation was not only for Arunachal: Apang
ITANAGAR, Mar 27: Blanket ban on timber operation by an order of the Supreme Court was not only meant for our state alone but for the entire country as well, said former Chief Minister Gegong Apang while reacting to the clarification made by SAF chairman Kahfa Bengia.
The former CM said that though Kahfa is apologetic over the use of word ‘mafia’, he has, however, continued to drag his name again as the man responsible for ‘merciless deforestation of our forest resources which subsequently led to blanket ban on timber operation by an order of the Hon'ble Supreme Court’.
Apang said, the leader of the Forum should have properly verified the context under which the ban was imposed before pointing an accusing finger at him time and again and reiterated that he was never been a timber contractor/forest minister that had ever colluded with any vested interest group for personal gain.
Issue of timber permits in those days were the normal practice based on working plan of the department, and it was, therefore, the responsibility of the Forest Department to ensure that timber operation was undertaken as per approved working plan, Apang said while adding that he continued to be an avid and staunchest supporter for safeguarding our rich forest resources in order to maintain the pristine ecology of the state. He added to empower the people at the grass roots level and also to ensure ownership and participation in conserving forest resources, initiatives like Anchal Forest at block level, Village Forest at Gram level, "APNA VAN" at private/individual level were undertaken during his tenure as Chief Minister.
“If concerned authorities of the department failed to take corrective action, then why accusing fingers at me unnecessarily”? he asked.
“During my long public life, I have always remained a great supporter and fighter towards the maintenance of the fragile ecology and environment of the state. But it really pains me to see the continuous denudation of forest resources that have been taking place in the state. There is unscientific and reckless exploitation of forest resources throughout the state. Even cane and bamboo have not been spared now. As a result, our green forest has become barren and denudated thus inviting ecological disaster in the state in the foreseeable future”, the former Chief Minister said. Apang added that if a time bound drastic steps are not taken by the government, time is not far behind when the nature will have its own way to payback heavily to the mankind. Where are all those plan/projects to safeguard the forest resources ? he questioned and said that there is complete failure of the systems, no less being the gradual redundancy that have crept in the institutions which have been created to safeguard the resources of the state.

AAPSU for shifting of indoor stadium location
ITANAGAR, Mar 27: All Arunachal Pradesh Students Union (AAPSU) has expressed concerned over continued impasse regarding construction of indoor stadium inside government higher secondary school, Sagalee. While endorsing the stand taken by APPDSU in this whole issue, AAPSU urged authorities to shift site to another place for benefit of students.
“AAPDSU has rightly pointed out that land is needed for expansion of school infrastructure in future. Also construction of stadium meant for public uses inside school campus will disturb the sanity,” said AAPSU President Takam Tatung. He further added, “AAPSU has recently proposed that a Government College should come up at Sagalee town. In such case, land will be needed and school compound can be used for temporary campus if our demands are meted.”
AAPSU has further asked education department to immediately demarcate its land. “In various parts of state, public have encroached upon the land of education department. Boundary wall of schools should be constructed immediately so that land is saved for future uses,” said AAPSU President Takam Tatung.
APPDSU criticizes ‘weak home ministry’
ITANAGAR, Mar 27: The All Papumpare District Students’ Union (APPDSU) has criticized the weak administrative set up of the present home ministry and the laid back response in the series of law and order problem that have been witnessed by the state in the last one year hitting hard the confidence of the common denizens of the state.
The union calls upon the home Chief Minister of the state to immediately reshuffle the present incumbent home minister for restoring back the confidence and to revamp the faltering law & order problem in the state.
Its painful to point out that numerous gruesome incident that had occurred in the state capital and all over the state are yet to see the light of the day, the murder of Late Dohu Raju at Pachin colony is still a mystery, while the death of a college student from Changlang at I.G park last month is making no any headway, the union said.
The union further said that the outcome of the committee report in the custodial death of late Tachi Nguso and surfacing of a MMS sex scandal reflects the sagging state of affair of the state police and lack of inspirational leader at the helm of affairs. The continues dominance by underground elements in the two district of Tirap and Changlang, last year incident of economic blockade by some organizations from Assam to Kanubari and its adjoining area, Public outburst at Ziro and Roing has amply vindicated that most of the time the leadership of the present Home Minister has failed to fulfill the hope and aspiration of the common people of the state, the union added.

What Dabi claimed in front of the other 59 legislators inside the assembly was also backed by the Chief Minister. Legislators have the right to raise questions on debatable issues for which treasury bench have to provide a valid answer. Thus, Dabi breached the privilege of Nyapin MLA Bamang Felix by giving a false answer. Under such circumstance, as per the parliamentary norms, the violators are either suspended or even expelled from the house. On Tako Dabi’s breach of privilege in MMS episode, Felix said, It is too early to term it as breach of privilege. But insisted that responsible person like Dabi should reveal the facts on the floor of the house.NCP State President Ngurang Pinch demanded the Home Minister’s resignation on the moral ground claiming it as an absolute breach of privilege. Expressing his anguish, local legislator from Daporijo Tapen Siga said, Keeping the sentiment of the people of Daporijo in mind, I was delighted to know that the culprits of the MMS scam were arrested but now am deeply anguished to know that key accused ASI Boham Bo was granted interim bail. Meanwhile, PPA President Kameng Ringu claimed that the statement had misled the house. Terming the statement contradictory, he urged for tracking down the official who misled the Home Minister to make such statement in the floor of the house. He further added that whatever decision the state government makes, it should stick to it and implement it. It was an unfortunate incident that was meted out by the police personnel, who are meant to look after law and order, he added. Bhattacharya, popularly known as Bhattada has dedicated his precious periods of life since 1981 for the people of this state, ACR said. Due to death of Bhattada the media fraternity has lost one of senior journalists in North East and particularly in Arunachal Pradesh.
“In addition to being one of the founding fathers of Itanagar Press Club, Bhattada also was a great social worker who dedicated his prime time for the people of this far flung state” said ACR chairperson Bamang Tago. He urged the young and energetic journalists to learn from the works and dedications of this pioneer and carry on his aspirations. Indoor stadium project evokes mixed reaction
ITANAGAR, Mar 27: Totpu Panchayat Youth Welfare Society (TPYWS) appealed to all Students unions, NGOs, public leaders to support the construction of the mini stadium at Sagalee Govt Hr. Secondary School premises.
The issue of construction of the stadium should not be dragged into controversy, and if there is any, it should be resolved through negotiations, TPYWS said in a release.
Describing that the present site was the best for the purpose considering its location as well as on security point of view, TPYWS urged the authorities concerned to construct the stadium as per Detailed Project Report (DPR).
Meanwhile, All Mengio Students’ Union (AMSU) and All Kimin Students’ Union (AKSU) have strongly supported All Papum Pare District Students’ Union (APPDSU)’s stand on construction of the stadium within the school complex.
AMSU said that the site where the mini stadium is now being constructed was earmarked for Science laboratory and other school infrastructure. It demanded both the contractor and department concerned to either stop the construction work or shift it to a better place for the welfare of the students community.
AKSU, on the other hand, said that the stadium, if constructed, will occupy much of the school land leaving no space for future infrastructure development of the school.

A bunch of bad luck for the nation

The news of Daporijo MMS scandal is spreading like a fire all over the state as well as entire nation. And it is like a mega tsunami of shame for the people of Upper Subansiri, especially for the Daporijo people. Those culprits involved, don’t know for what they did for. The way they dealt was out of law, out of humanity and out of the mind. Such types of people are curse to the humanity and a bunch of bad luck for the nation. They deserve a hell like life in earth. In any condition, the culprits should not be let escaped. Even if the law punishes them of life imprisonment, they deserve a nacked balded parade around the town as well as free gift of same type of mmsOGRAPHY where the TRIMURTY will act as the main heroes.
They embarrassed the law in such an extent that I think it will be better if the law herself commit suicide. How many graduated, abled and good persons are there who wants to get employed. So, don’t suspend them, directly terminate them to sweeper or peon. Actually, they don’t deserve to be an employee, they have insulted the job.
It is my forceful appeal to all the people and especially to the student unions of concerned district that in any condition justice of same weight and such a kind that everybody gets afraid to repeat be demanded. You all are the only people who can keep check and balance in the law proceeding.

They are a stain in the name of police

The recent MMS scandal is a slap to the sentiment of Daporijo people in particular and state in general.
It is very unfortunate to know that our state has such officers who are a stain in the name of police. They are rendering such a dirty and unlawful services that no one can even think of.
The grant of bail to the main accused is totally inappropriate and out of our understanding. Why the authorities are taking the case so casual when everything is mirror clear.
Therefore, it is my request to the concerned authority to take serious and exemplary action against the main accused in the scandal.

It is in response to the Article “Main Accused in MMS Scandal goes underground” on (26th March).
Granting interim bail cannot be questioned as it is totally an independent judicial act. Whilst all the sections of law inserted against the accused police officials are bailable, bail becomes a matter of right to the accused Police Officer and the judiciary is bound to grant bail in terms of law. However, the logical question now arises is on the culture of the investigation agency of our state.

Section 114 IPC read with section 376 IPC is clearly attracted in the case and that would have debarred the accused persons from obtaining Interim bail from the court. If the Investigation Agency is serious about the offense, they shall immediately insert Sections 114 R/w 376, 34 IPC against all the accused Police Officials and get them punished for the offense of rape. Else, citizens may fairly presume that the investigation agency is simply making a show to appease the public.
Apart from these laws, Section 67B of the Information Technology (Amendment) Act 2008 (Punishment for publishing or transmitting of material depicting children in sexually explicit act, etc. in electronic form) is clearly attracted against the accused Police Officials, which carries a punishment for imprisonment upto Five years with exemplary fine.
It is yet again a subject for judgment before the citizens on the integrity of the investigation agency of our state whether they are cultured impartially or they keep some loopholes in the investigations for enabling the accused police personnel to evade punishment. Going underground by the main accused in spite of the direction by the city district magistrate to appear before the CJM Daporijo speaks a volume of culpability of the accused person. Let us have a close watch on the affairs.

Police going foolish
Dear Editor,
I am from Daporijo in Upper Subansiri dist. I have always argued in favour of my point that my district may be backward than any other districts but we are top in protecting our rights. We have always fought for our right no matter how hard it is. But the recent act of pure insanity by protector of law is going unhealed.
I want to ask the people of the district to raise voice and let it echo on the hearts and minds of the so called protectors of law so that they stop this kind of inhumanity.
I would also like to ask the people in power how could a suspect get vanished, are the authority purposefully helping him and what actions is going to be taken against him? The accused may be found living a happy life in some other part of the state after few days, whereas the lives of the minors will never be the same again. Such kind of incidents and injustices lead people to take law in their hand and later becomes insurgents and terrorist.
I request the authorities to award exemplary punishment to the accused that is equal to their crime so that people in near future think 100 times to do such kind of act.

The men in khaki are back in the news for their misdemeanors. The MMS scandal is highly shocking and obnoxious. It’s very unfortunate that the custodian of the law turns perverts and resort to such barbarity on innocent school going teenagers, which was unheard of in the state. Even hardcore criminals are treated with some dignity. The police department must compensate the victims for the mental trauma, they’d inflicted on them.
The cops involved in the barbarism must be meted out with exemplary punishment. Such
uncivilized sadists have lost the legal and moral right to don the khaki. Besides
that, these animals in the guise of humans ought to be socially boycotted. I urge
upon the human rights organizations, civil societies and every citizen to seek justice
for the traumatized victims and ensure that the criminals do not go scot-

Drive against tobacco laudable
Dear Editor,
The steps taken by ANSU and District Administration for stopping sale of tobacco products in and around the 200 metres radius of schools is commendable. Many school going students without understanding the adverse effects of tobacco products got themselves hooked to bad habits like cigarette smoking, chewing tobacco, gutkha etc. To have a healthy and strong Arunachal, our students, who are the future pillars, should be healthy and sound.
Tobacco and other products in the state has become a big threat for better future. Public needs to extend its full support to the DA and ANSU in its efforts for securing a better future. I believe, the situation will be much better, if the students stop chewing tobacco products everyday being sold in and around their school campuses.
The drive should also include the ever mush rooming wine shops in the capital complex
in particular and the State in General. Wine shops like tobacco products are also
slowly finding their places in and around school campuses. Wine shops, I imagine,
must be one of the fastest growing and profitable activities in the State. When I
think of the benefits given by these wine shops to the local people, I could hardly
find any. The reason being that few shops are run by the local people for income
and self employment whereas they are the main consumers to become alcoholics and
spend their hard-

300 patients benefitted by health mela
ITANAGAR, Mar 27: As many as 300 patients were benefited by the health mela organised by Doriya Valley Welfare Society at Govt Middle School Chimpu here yesterday. The programme was sponsored by the District Health Society, Papum Pare.
Specialist doctors conducted free check up on Dental, Eye, Gynaecology and provided free medicine to the patients during the programme. The doctors also provided knowledge on safety tips to deal with health problems.

VEC appealed for permanent school infrastructure
ITANAGAR, Mar 27: Village Education Committee along with PRIs and GB visited thunder storm affected area at Tanihapa, Sagali recently.
They claimed that the temporary Boys and Girls Hostel, Class Rooms, community hall, teacher quarters and other infrastructure of Government Middle School, Tanihapa has been completely destroyed in the recent thunder storm.
They appealed to the authority to provide immediate relief to the institution and sanction scheme for construction of permanent buildings in the institution.
KASU express resentment
ITANAGAR, Mar 27: Kargo Ao Students’ Union (KASU) while criticizing Itanagar capital complex deputy commissioner for granting bail to the main accused of Daporijo MMS scandal Boham Bo ‘without observing the nature of the case’, demanded the bailer of Bo to produce him in the court of magistrate, Daporijo immediately.
It also alleged dereliction of duty by CI Hazarika, who was deputed to arrest Bo and demanded for immediate termination of the CI on the ground of failing to discharge duty properly.
It appealed to various students organizations in the state, including students organizations to raise the issue in the greater interest of the state and humanism.
World TB Day observed
Tezu, Mar 27: District Health Society, RNTCP along with Arunachal Pradesh Doctors Association, Lohit District Unit, observed ‘World TB Day’ at Nongtaw Khampti village Namsai.on March 24 last.
On the occasion, a Sensitization Meeting was organized at Govt. Middle School, Nongtaw Khampti which was followed by Free Health Checkup Camp, Screening of HIV/AIDS, STD, Hepatitis ‘B’, Gynaecological checkup, Eye, Dental, General Medical checkup, Mass Blood Slide collection and Rapid Malaria tests.
Later, an immunization session was also conducted and distributed IEC Materials to the patients.
Altogether, 400 patients were benefited from the camp.
The programme was attended by Dr. N. Ninu, DMO, Dr. U. K. Nath, District Program Officer (RNTCP), DHS, other senior doctors and staff of district hospital, Tezu, Namsai, Piyong, and Nongtaw Khampti.
The PRI members, Gaon Burahs, Anganwadi workers, ASHA volunteers, village youths, students and villagers also attended the sensitization program. DIPRO
